PREFACE

Change is essential for the U.S. Army to maintain its preeminent status as the world's leading land warfighting force. The objective of force management is to manage this change on a continuing basis without adversely effecting readiness.

In his Memo for All Army Leaders, Effective Leadership through Change, 27 July 1997, Army Chief of Staff General Dennis J. Reimer wrote:

As we reshape the force, we will be guided by the Six Imperatives¾ quality people, realistic training, proper force mix, modernized equipment, the word's best leader development program, and updated doctrine. The changes we make to the force will be passed through those six filters to ensure they make sense.
Today the Six Imperatives translate to Doctrine, Training, Leader Development, Organization, Materiel, and Soldiers¾ commonly called DTLOMS.

Compiled to support the study of Army Force Management, the main part of this bibliography is categorized using two of the DTLOMS considerations: Doctrine and Organization. Additional citations are grouped under a separate, broader heading which includes the other DTLOMS concepts: Training, Leader Development, Materiel, and Soldiers.
