Administrative Information

General Information

Conference Fee: The $ 113.00 conference fee will cover the following events/items: Continental breakfasts, mid-morning breaks, luncheons, afternoon breaks, banquet dinner, and conference materials. You may pay by check or credit card (AMEX, Mastercard, or Visa) when registering by mail or fax. Registration ends at COB 9 September 2008.

Lodging:

On Post: On Post lodging facilities are extremely limited. Room rates are between $57 and $63 per night. Reservation telephone numbers are 1-717-245-4245 or 4998.

Off Post: We have blocked 90 rooms at the Days Inn of Carlisle with a government rate of $79.00 per night. You must make reservations no later than 01 September 2008 to guarantee the group/government rate. Their toll free number is: 1-888-606-7447. An alternate telephone number is 1-717-258-4147. When you call, state that you are attending the "Proteus Futures Academic Workshop." You may take an online tour of the Days Inn. Hotel rooms are limited and we urge you to make reservations before 01 September.  After that date you will not be able to receive this favorable room rate and you may experience difficulty locating a room in the immediate Carlisle area.

Workshop Transportation

Carlisle Barracks will arrange for shuttle bus transportation to and from the Days Inn, daily. The shuttle will also be available for those attending the dinner reception at the Letort View on Monday evening, 16 September.

Security Clearances

The Proteus Futures Academic Workshop is an UNCLASSIFIED event; therefore, you do not need to provide security information. However, if you require access to classified information or classified Internet, the installation requires that your security clearance information be on-hand at prior to the start of the event.

If access is needed during your stay and you are a DOD employee whose clearance information is resident in the Joint Personnel Adjudication System (JPAS), your Name and Social Security Number must be sent to the Security Office by one of the following means:

Via encrypted email using their common access card (CAC) to diane.pharo@us.army.mil

or

Your Security Office can send their clearance via the JPAS "visit notification" system.  USAWC SMO is W2H6AA5.

In addition to Name and SSN, please include the event name and the duration of the visit.

For those whose clearance information is not in JPAS, clearance data to include full name, social security number, level of clearance, type of investigation, date investigation was completed, dates of visit, event title (i.e. OSB/CIPIS), and duration of visit should be sent by the participant’s Security Officer to Diane Pharo, via fax (717) 245-4433.  The address is the following:  DA, US Army War College, Security, 122 Forbes Ave., Carlisle, PA  17013-5219.

ONLY COLLATERAL CLEARANCES SHOULD BE SENT TO ENSURE ENTRANCE INTO THE CONFERENCE.

All clearances must be received by 1 September 2008.

PLEASE NOTE:

A picture ID will be required for ALL workshop participants at the time of check-in and registration.

Security Inspections and Name Badges

Security Inspections. All vehicles must enter through the Claremont Road gate. Vehicles may exit the post via the Ashburn Road or the Claremont Road gates. Personnel with non-DOD decaled vehicles must follow the sign marked "VISITORS" and proceed to the Vehicle Processing Center (at the mobile trailer). At a minimum, all personnel proceeding through the visitor Vehicle Processing Center must provide a valid license, proof of registration and insurance and be "logged in" prior to entry; rental car agreements provide proof of registration and insurance.

Drivers of vehicles with no DOD DECAL may request a Temporary Vehicle Placard to denote their status as an official attendee at the workshop. **A Proteus Workshop attendee list will be maintained at the inspection point. Please notify the Vehicle Processing Center personnel that you are attending the Proteus Futures Workshop.

A copy of the vehicle's registration, insurance documents and/or rental agreements are necessary documents to obtain a Temporary Vehicle Pass. The participant can then use the Temporary Placard to eliminate the requirement for processing as a visitor through the Visitor Processing Center each time they come onto the installation. However, the placard does not negate the possibility of a DOD DECAL lane random (less frequent) inspection, as all vehicles entering post are subject to inspections. Personnel who obtain the placard will display it on the dash of the vehicle prior to arriving at the installation's security checkpoint in the DOD lane and while on the installation. When departing the installation and off post the placard will be removed from the dash of the vehicle and placed out of sight. In the event that the placard is misplaced, notify the Proteus USA Staff or Carlisle Barracks Police immediately.

All bags are subject to inspection prior to entrance into Collins Hall. Participants are encouraged not to bring wireless devices, i.e., Notebooks, Hand Held Computers, Wireless E-mail Devices, Palm Pilots, Cell Phones, Pagers, etc., into the Collins Hall facility.

Access Badges.  An access badge will be issued to each participant attending the Proteus Futures Academic Workshop. This badge will allow access to either Bliss Auditorium or Collins Hall. Additionally, a special event name badge will be issued at check-in at the beginning of the workshop for participant identification and to authorize entry into the workshop areas. Both badges must be worn and displayed at all times within the confines of the facilities. A determination of which facilities to be used will be based upon number of attendees. Additional information on facilities will be sent to registered attendees.

Smoking

Smoking is NOT permitted in the Collins Hall facility. Designated smoking areas are clearly identified at the front of Collins Hall.

Wireless Devices

The workshop will be conducted in an unclassified area of Collins Hall (Center for Strategic Leadership). However, since other events may be on going, PDAs, and cell phones are not allowed above the main floor of Collins Hall. Cell phones may be used at the front of the building, inside, by the guard station.
Internet Access
Depending on location of the Workshop, several unclassified DSL computers with CAC readers will be available for workshop attendee use.

Telephones

There is a no telephone service for unofficial business calls. Telephones for outgoing official calls are located on the third floor adjacent to the Main Workshop Room.

For local calls, dial 99 and then the seven digit number; for 800 number access, dial 99, then 1-800, then the seven digit number (CONUS); for long distance, dial 95, then the area code and number (Do not dial "1").
A message board will be located on the third floor of Collins Hall. Notifications of incoming calls and faxes will be posted to the message board. Inbound voice messages should be routed to 1-717-245-3196 and inbound faxes to 1-717-245-3795.

Vehicle Parking:

If you choose to drive and do not take the shuttle transporation, please park at adjacent or to the rear of to Collins Hall. Parking space is at a premium and the time required for vehicle security checks at the gate extends travel time between the DAYS INN and Collins Hall. All attendees should arrive at Collins Hall at least fifteen minutes prior to start times shown in the agenda. Please plan accordingly.

Washington D.C. to Carlisle. Take Interstate 270 West to Frederick, Maryland and then Route 15 North. In Dillsburg, PA take a left at the light onto PA-74 North. Stay on PA-74 North for approximately 8 miles and turn right at the traffic light onto Fairview Street. (Fairview Street is at the first light after the Golf Course, which is on your left). Go right at the next light Fairview Street becomes Army Heritage Drive and then go straight through the next traffic light; you are driving on Army Heritage Drive. Go left at the stop sign onto Claremont Road, proceed approximately ½ mile, and follow the signs into the Carlisle Barracks entrance

Harrisburg International Airport to Carlisle. Upon exiting the airport follow the signs to PA-283 West and then the Pennsylvania Turnpike (Interstate 76) West. Exit the Turnpike at the Carlisle exit, Exit 226. Once through the toll booth follow the signs to Carlisle Barracks (take Route 11 South). Turn left onto Harmony Hall Road at the 2d traffic light (Sheetz and Exxon gas stations on opposite corners). Follow this road to the T-junction and turn right onto Claremont Road, proceed approximately one mile, and follow the signs into the Carlisle Barracks entrance.

NO CANCELLATIONS WILL BE ACCEPTED AFTER 12 September 2008.

Conference Attire

During all conference sessions the dress is Class B military service uniform or civilian coat and tie and comparable attire for ladies. The attire is the same for the dinner banquet.
